Horizon Europe framework programme, with a budget of ca. 95 bln EUR, is the biggest measure supporting research and innovation projects undertaken by the European Commission in history. The programme aims to tackle the most critical challenges for the European economy, industry and society.
Energy research in Horizon Europe
With the need to transition to sustainable and green energy sources, European Commission and member states recognize the need to maintain the European industrial and technological leadership in the energy sector. As such, Horizon Europe contains different financing measures to support the development of cutting-edge technologies, including international cooperation projects financed within Cluster 5 of the programme, European Partnerships and EIT.
This matchmaking focuses on international cooperation for Cluster 5 energy projects. However, feel free to join if you look for opportunities and funding from the other measures.
Which energy tech areas are funded in Cluster 5 Climate, Energy and Mobility?
- Photovoltaics/solar energy
- Wind energy
- Geothermal energy
- Tidal energy
- Biofuels and e-fuels
- Energy and battery management systems
- Sustainable heating technologies
- Energy storage and batteries

What is the funding rate?
Most of Horizon Europe's calls fall under three types of funding based on their scope of financing, the scope of activities and, therefore, their funding rate.
RESEARCH AND INNOVATION ACTION
Funding rate - 100%
This type of action aims at establishing new knowledge and researching the feasibility of entirely new technologies and solutions. As such, the activities within RIA projects can be funded only up to the lab-scale testing and prototyping.
INNOVATION ACTION
Funding rate - 70% for for-profit, 100% for non-profit
This type of action supports the development of improved processes and products or the development of new solutions to the industrial scale. Therefore the projects can involve real-life scale prototyping and large-scale demonstration of the technology.
COORDINATION AND SUPPORT ACTION
Funding rate - 100%
Those actions include all of the ideas and solutions aimed at the support of the implementation of good practices and policies, creating guidelines for standardisation, the dissemination of technologies etc.
